The PEC Condemns the Total Impunity for Crimes Committed in Gaza

Since October 2023, at least 250 Palestinian journalists have been killed by the Israeli military during the fighting in Gaza. Eight Palestinian journalists have been killed since the beginning of the year, despite the ceasefire.

Geneva, November 2, 2026 (PEC) On the occasion of the International Day to End Impunity for Crimes Against Journalists, the Press Emblem Campaign (PEC) deplores the lack of investigations and prosecutions for crimes committed by Israel in Gaza against Palestinian journalists. The PEC also condemns the Israeli authorities’ persistent refusal to allow foreign journalists to enter Palestinian territory.

Since October 2023, at least 250 Palestinian journalists have been killed by the Israeli military during the fighting in Gaza. Eight Palestinian journalists have been killed since the beginning of the year, despite the ceasefire.

“No legal proceedings have been initiated to punish those responsible for these war crimes,” noted PEC President Blaise Lempen.

Impunity stands at 100 percent, even though Israel has acknowledged in some cases that it made a mistake by targeting journalists and humanitarian workers who were clearly identified as such. Those responsible must be brought to justice.

The Israel Defence Forces (IDF) presented no credible evidence that most of the Palestinian journalists killed were affiliated with Hamas and participated in the fighting (see the link with the Consortium News’ investigation below).

To quote the message from the UN Secretary-General: “This impunity is a heinous affront to the victims and their lov
ed ones, but also to each and every one of us, who rely on journalists to stay informed and engaged. It is time to put an end to this scandalous situation.”

The PEC also condemns the fact that since October 2023—more than three years ago—foreign journalists have been barred from entering the Gaza Strip. This media blockade of the territory must end so that independent accounts of the Palestinian population’s situation can be gathered.

“This blockade of a territory for such a long period is unique in the world,” added the PEC president. The Geneva-based NGO urges Israeli authorities to restore access to Gaza for the international media.
